win8下載SAI有問題

我載完解壓縮後打開內容全是亂碼，雖然能用啦...
可是之前用win7的時候都很順利不會有問題
那win8這個問題該怎麼辦?
順便問一下，google瀏覽器雖然大部分內容有改成中文，可是工具選項那些卻仍是英文，同樣也是換成win8才有的問題，要怎麼改才能改成中文?
希望有人能幫我解答，謝謝!
