市議會第1次臨時會第2次會將於15日召開，為方便鄉親即時瞭解會議召開情形，當日上午9點30分起，將同步於第4頻道及市議會網站（臺南市議會全球資訊網網址http://www.tncc.gov.tw/）現場直播，議長李全教籲請市民鄉親踴躍收看，共同為市政發展把關。

市議會第1次臨時會原訂元月6日起召開，因出席議員不足法定額數而延會，原訂6日議程由市長介紹市府主管，擬改15日議程進行。此外，三項專案報告亦皆擬改列於15日進行，對此，市議會日前行文市府，請市府秘書長陳美伶屆時率相關局處首長、副首長暨科長級以上主管人員列席。

市議會表示，因據情資顯示，民進黨及台獨聯盟擬於當日發動群眾包圍臺南市議會，企圖阻礙會議進行，為確保會議順利召開及議會安全，且因市議會已將針對當日議程進行電視直播及網路直播，故當日暫不開放旁聽，同時籲請警政單位正視。
